Recommendations are based on legislation that YOU either SUPPORT or OPPOSE.
Recommendations will not be created if you have not set any preferences for legislation or if you've only selected UNDECIDED.
Recommendations are not generated using what other users SUPPORT or OPPOSE.
Recommendations are based on how similar bills you SUPPORT or OPPOSE are to ones without preferences. If a bill without a preference is like one you either SUPPORT or OPPOSE it will be added to your recommendations.
Why does this matter?
Legislation that does not pass in one session can be reintroduced in the next session. This can result in a war of attrition where unpopular legislation is reintroduced repeatedly until it passes. Recommendations acts as a sort of watchdog making sure that you are aware of legislation that matters to you.
For example, if you express support for a bill and it doesn't pass. The same or a similar bill may be introduced later. This new bill will appear in your recommendations. Providing an opportunity for you to advocate for it to pass.
Consequently, if a bill you oppose does not pass it may be reintroduced again. You will see that bill in your recommendations. Providing an opportunity for you to advocate against it passing.
